It will enable 36 million deaf and hard of hearing people to participate in the Internet age by ensuring captioning of television programs on the Internet. The Act requires a closed caption button on television remote controls and on-screen menus and that telephone equipment used to make calls over the Internet is compatible with hearing aids. It also requires the restoring of video audible description rules, making TV program guides and selection menus accessible, have access to televised emergency programming and communications equipment for individuals who are deaf-blind as well.
