School-to-Court: Local Strategies is an instrument which emphasizes drawing upon local constituents for strategies to reduce school incidents, arrests, and referrals to juvenile court for all youth, but specifically for minority youth. Where possible, there is a desire to hold discussions with audiences that include schools, Juvenile Court Services, and law enforcement. These groups, working together, will produce the most comprehensive and effective results.
