The Child Welfare, Juvenile Justice and Youth
Development formula-based application represents a continuing effort
to align and improve juvenile justice /child welfare programs. This
alignment effort through the Decatorgization governance boards has
been undertaken because the Division of Criminal and Juvenile Justice
Planning (CJJP) and the Iowa Department of Human Services (DHS)
recognize that effective child welfare/juvenile justice/youth development
practices have evolved in the areas of community cooperation, collaboration,
planning and assessment. There are several purposes for this plan
which include: meeting requirements in the Iowa Code, and assuring
accounting of public funds to be spent to achieve results expected
for children and families. The plan also assists the Department
of Human Services, CJJP and the State to determine needs, trends
and successful strategies; and to promote attainment of results
in local communities with technical assistance and support from
the state level.
The primary goal of this program is to promote positive youth development
by helping communities provide their children, families, neighborhoods
and institutions with knowledge skills and opportunities necessary
to foster healthy and nurturing environments that support the growth
and development of productive and responsible citizens.
Approximately $1.5 million is available for allocation
to decategorization project governance boards. The decategorization
project governance boards awards are based on a formula (child population,
ages 5-17). To receive the amount determined by the formula, the
joint application (Child Welfare/Juvenile Justice and Youth Development
Plan) must be approved.
