Overview of the Asian and Pacific Islander American Outreach Initiative

 In the 1970's and 80's many Asian and Pacific Islanders resettled in the United States, bringing with them a strong sense of family values, work ethic, and determination for success. Immigrants and refugees traveled to and continue to travel to the United States because of their commitment to freedom and basic human rights. Iowa has seen an ever-increasing number of APIAs. From 1990 to 2000 there was an increase of more than 10,000 people of Asian and Pacific Islander descent in the state. With this increase is a need to ensure members of the Asian and Pacific Islander population receive the quality of life all Iowans are entitled to. The purpose of this report is to identify issues and needs of the APIA population, as well as to raise the awareness level of Iowans on the value and contributions of the APIA population.

Working with the APIA population in Iowa is not a simple task. There is no singular "community" within the APIA population that shares a common culture, heritage, language, or belief system. Rather, the term "Asian and Pacific Islander American" encompasses a vast number of ethnic constituencies, languages, and cultures. Therefore, it is difficult to bring the various groups together to work towards a common goal. In Iowa, there is a definite need for the many groups of the APIA population to come together to advocate and speak in a unified voice for the common good of all members of the APIA population. The Outreach Initiative was the beginning step to do so.

While the increased number of APIA brings great opportunity for involvement in the decision-making process, the most critical task before the APIA community is to stand together and speak with one voice. This is not easy to accomplish. Given the fractured history of the APIA populations, it is difficult to overlook the hundreds of years of conflict that loom over the various APIA groups. However, the APIA population needs to begin to overlook some of these barriers because they cannot afford to continue operating as fragmented communities. There is a need to come together as Iowans to advocate and educate on the needs and issues of the APIA population as "Iowans."

The goal of the APIA Outreach Initiative was to bring together the different cultures living in Iowa and help foster better working relationships among the various groups to discuss common issues for the many APIA persons living in Iowa. The APIA population in Iowa must continue to build coalitions across its diverse communities to gain recognition, access to power, and to affect change.

The Initiative began as a secondary effort to the Iowa Department of Human Rights 1999 study on the status of APIA descent in the State of Iowa. The study was intended to focus on key areas impacting the Asian and Pacific Islander American population. Among them were education, employment, health, human rights, and social welfare.

The outgrowth of those initial discussions and the 1999 study both provided a push for statewide outreach and for the development of a resource directory available to the Asian and Pacific Islander American population, state agencies, the Iowa Legislature, business and industry, labor, nonprofit organizations, and cities and towns.

The process also led to coalescence of the many APIA groups and the creation of a recognized and diverse group of individuals willing to provide leadership for APIA interests in Iowa. Similarly, this process allowed many of the program and service issues relative to the APIA in Iowa's communities to be addressed.

The components that made up the Outreach Initiative included an initial assessment, a public information strategy, statewide meetings, a simple survey to identify resources and needs, and the written report of the initiative's activities and results. State Public Policy Group was contracted to complete the work outlined above. The results and activities of the project follow this overview.

Steps in the Process

 The Department of Human Rights identified three goals of the outreach initiative: 1. Increase awareness of the contributions of Asian and Pacific Islander Americans in Iowa, 2. Ensure leaders across the state identify with the needs of Asian and Pacific Islander Americans, 3. Bring Asian and Pacific Islander Americans together by focusing on commonalties. In addition, the department mandated the initiative develop products that are not only valuable in the policy realm, but are useful to all citizens. The products, an Asian and Pacific Islander American resource directory and this final report, were developed with this dual purpose in mind.

Two components were identified to complement and strengthen the resource directory and the report: community forums and a statewide leadership summit. State Public Policy Group worked with an advisory committee, representative of various cultures and perspectives, to plan the steps of these components.

State Public Policy Group facilitated structured, informal discussions in Storm Lake, Dakota City, and Mount Pleasant, with the support of community leaders and advisory committee members. The local forums centered on key issues facing the APIA population: lack of access to services, particularly healthcare, due to language barriers; lack of bilingual and ESL teachers; and barriers to advancement in the workplace. As a whole, the groups spoke of a willingness to work hard and contribute to their communities, and most passionately, of a desire to see their children achieve success in life.

Information gained through the forums helped the advisory committee and State Public Policy group plan for the second component, a statewide leadership summit. The summit, titled Vision of Asian Iowans: Collaboration, Commitment, and Contribution, brought in local and national speakers as well as political and community leaders. They addressed the future of the state and the nation, and the role Asian and Pacific Islander Americans will have in that future. In additions to the presentations, participants discussed issues of leadership, political access, education, human and civil rights, workforce, and public health in both large and small groups.

An Asian Pacific Islander American Advocacy Guide was developed as a tool for Summit participants to understand the legislative process, ways to communicate with elected officials, and the impact of grassroots advocacy. The guide was an effort to encourage members of the APIA population to raise issues and concerns with local elected officials to ensure that their needs are being met. It is the right of all Iowans to have their views and issues heard.

Notetakers at both the community forums and the leadership summit captured conversations that provide an insider's view of the value of APIA contributions in Iowa, their needs, and their plans for collaboration. These transcripts, included in the appendix of this report and summarized further in the "community forums" section of the report, put a human face on common issues and provided the basis for the "next steps" section of the report.

The second product, an Asian and Pacific Islander American resource directory, is intended to be a resource for all Iowans. Iowans have very few sources of information about organizations, programs, and services related to Asian and Pacific Islander Americans. SPPG worked with the advisory committee and the Department of Human Rights to develop a database structure to help meet this need.

Resources included in the directory represent:

  • APIA-led organizations
  • APIA-led businesses and services
  • APIA community or issue leaders
  • State government agencies
  • Federal government agencies
  • Local government agencies
  • Community nonprofit organizations
  • Community and statewide leaders
  • Regional nonprofit or program leaders
  • Private sector services (banking, insurance, housing, etc.)

The resource directory was developed to assist in coordinating local efforts of APIA leaders, as well as to provide a directory of individuals working to offer assistance to the APIA population in Iowa. This resource directory was intended to be used as a tool for increased outreach, raising awareness, and providing assistance to Iowa's communities. It is included in the "resource directory" section of this report.

Since this directory is by no means a complete listing of the various groups and individuals serving Iowa's communities, additions and suggestions should be shared with the Iowa Department of Human Rights for continued updating of the resource directory.

Summary of Community Forums

 Four major themes emerged from the community forums held across the state this past winter. The community forums were held in Mount Pleasant, Storm Lake, and Dakota City (due to its close proximity to Sioux City and the presence of strong leadership). During the statewide Leadership Summit in Des Moines, an additional focus group was held. While most of the topics and opinions remained similar in the various areas, there were some deviations.

Youth and Education
Discussions about Asian and Pacific Islander youth were common in the forums. Parents, grandparents, and APIA community leaders are concerned about youth in their communities. They want to ensure younger generations are attending school, receiving a quality education, and aspiring to higher education. Participants said they want their children to have the opportunity for a higher quality of life than they themselves have had.

Children are often cared for in their home by grandparents, or the parents work split shifts so they can be with their children. The lack of childcare workers who speak the native language is also an issue for many parents. While parents want their children to learn English, they are also concerned about the loss of cultural values. Many parents see no other option than caring for their children at home.

Education is a means of empowerment for the APIA community. However, once a child enters the school system, there are additional issues and concerns children and their parents face. For example, English as a Second Language (ESL) classes and instructors are few and far between. Many schools have limited bilingual or ethnically diverse staff available. This poses problems for APIA students. Learning and a sense of acceptance are impeded by lack of understanding of classroom dialogue and of standard cultural norms.

Schools need to be aware and address discrimination as well as nurture APIA students' self-esteem. There is a need for promotion of cultural diversity and an expansion of the curriculum to include APIA history.

The drop out rate of APIA students is a hidden problem. APIAs are often stereotyped as the "'model minority': passive, compliant, overachieving, and without problems or needs." (A People Looking Forward. Presidents Advisory Commission on Asian Americans and Pacific Islanders). As a result, students are less likely to ask for help and teachers are more likely to assume APIA students are not having problems in the classroom.

Workforce
Discrimination in the workforce was a major issue expressed in the community forums. Discrimination is especially prevalent in the lack of APIAs in management positions, the language barrier being the main factor. The term "bamboo ceiling" was used quite often when describing the lack of promotions and advancement of APIAs in the workforce. In some places the individuals are being told they are taking jobs away from Iowans who have lived in their communities their entire lives. Workers are often not promoted because they cannot speak English fluently. There were many examples of individuals who been with a company for 10-20 years and were still in entry-level positions.

Several comments indicated APIAs felt they were under-compensated for the work completed. The hours are long and the work is hard. The combination of the under-compensation, lack of advancement, and quality of the jobs are all factors in the dissatisfaction with employment, but most APIAs do not want to "rock the boat" and are less likely to voice their concerns to management.

Despite some of the negative statements, the participants stated there are jobs available and the benefits are usually adequate. Asians are considered hard working and dedicated employees. The communication between the APIA workforce and management needs to be strengthened in order to improve the relationship between the two.

Housing
Most individuals prefer to own their home instead of renting. Obtaining a loan is difficult in some cases because many APIAs use cash rather than building credit. Nonetheless, individual incomes are steady and APIA's are very reliable in ensuring payments are made in full and on time.

The process of finding a house is not as easy. One gentleman stated he had looked in his community for a home and then contacted a Realtor. The Realtor took him to one of the most run-down sections of town to look at homes to purchase. Frustrated by this experience, he continued to look on his own and contacted a Realtor only when he had a specific house that met his standards.

There are also few Realtors of Asian descent so friends and community leaders are usually involved in the process of home buying. These are the individuals who in return are willing to help new members to the community work through the trials we all face when purchasing a new home.

Healthcare
The main issues related to healthcare include limited availability of bilingual providers or interpretive services, lack of health insurance coverage, misunderstanding of health insurance policies, and lack of preventative care.

The entire experience of receiving medical care is difficult for many APIAs. The individuals who have insurance and are able to see the doctor often cannot understand what they are being told about their diagnosis. There are not enough interpreters in the doctor's offices to help the number of patients coming through the doors. Children are relied upon to be interpreters for their family, which poses problems when dealing with medically sensitive issues. Translation of complicated medical terms is also an issue.

Insurance complicates access to heath care. Though most working APIAs are offered healthcare insurance coverage through their employer, some choose not to participate because they feel the money is better spent on more basic necessities. In addition, understanding the terms of insurance coverage is difficult and creates confusion and reluctance to access health care. In most cases insurance coverage requires a co-payment for services rendered. The concept of co-payments and deductibles in addition to paying monthly premiums is confusing and causes mistrust of the system.

Mental health issues are difficult to address. Some stated the providers were cautious about mental health treatments because of the cultural differences. Others said their community did not have the appropriate mental health professionals or services needed. Still others said the language barrier comes into play and makes therapy or treatment next to impossible.

A participant stated it could take up to two to three months to see a doctor. A majority of participants said they did not have a regular primary care physician and visited the local health clinic or hospital when they were sick. Lack of preventative care results in unnecessary emergency room visits, which are very costly for the patient. For example, many APIA women do not seek prenatal care until well into their second trimester of pregnancy. Dental care is also neglected.

Conclusions and Next Steps

 During the Asian Pacific Islander American Outreach Initiative, legislation to create an Asian and Pacific Islander American Commission in the Iowa Department of Human Rights was defeated in the Iowa Legislature. A summary of the bill is included in the appendix of this report.

The political environment surrounding issues such as immigration, assimilation, ESL, and English-only as the official language is typical of Iowa: cautious. Iowans appear to be divided in attitudes toward these issues. Some, including Governor Tom Vilsack, are interested in bringing more immigrants to the state and helping all "new" Iowans establish themselves. Others seem wary of the increasing numbers of immigrants in the state.

The next three steps recommended by the authors of this report are based on ideas brought up in conversations at community meetings, the leadership summit, committee meetings, and in our work with other leaders in Iowa. They are not meant to be used as a roadmap to solve all problems, but as a starting point, to spark even more conversation, and more importantly, action.

1. Leaders need to come together to serve their specific communities in solidarity. This will involve putting aside sometimes ancient grudges to work together to develop awareness, raise consciousness, and empower and unite the Asian Pacific Islander community. Leaders must be committed to active participation in advocating for a commission for Asian and Pacific Islanders within the Iowa Department of Human Rights (see #3) and in educating the public about life for APIAs in Iowa (see #2).

2. Educate Iowans about issues facing Asian and Pacific Islander Americans living in Iowa. Step #2 may take some effort to create a general message to increase understanding among all Iowans, while also focusing the message on specific audiences. For example, employers should be aware of the low rate of advancement of Asian and Pacific Islanders in the workplace - also known as the "bamboo ceiling". APIAs have had an impact on the nation's history and cultural landscape since its inception, yet very little Asian and Pacific Islander American history is taught in Iowa's classrooms. Leaders should gather together school administrators, teachers, school boards, and students to tell the stories and the history of Asian and Pacific Islander Americans, and how their history is indivisible from the rest of the nation. They may also benefit from cultural sensitivity training so that they can better communicate with, and ultimately serve, their students and their students' families.

A critical emphasis of the message should be on the numbers that Asian and Pacific Islander populations create in Iowa. Policymakers cannot legitimately earmark funds for initiatives without numbers to support their decisions. As stated earlier, the APIA population is one of the fastest growing in the state. Yet in some respects, the numbers do not seem to reflect this growth. Because of historically difficult relationships, the different ethnic groups within the umbrella category of Asian and Pacific Islander do not typically come together en masse. The numbers should reflect the coming together of all cultures to advocate for the common good of all Asian and Pacific Islanders.

In addition to emphasizing strength in general population numbers, the leaders, and eventually the commission, should develop a system for data collection, analysis, and information dissemination for Asian and Pacific Islander Americans in all categories, including education, workforce, economic development, and health and human services.

However, the education component does not have to consist only of facts and figures. Leaders should be challenged to put together events that combine information with entertainment in nontraditional ways: for example, an Asian and Pacific Islander Iowan Golf Tournament, with information about different APIA issues at each hole and distributed at a reception afterwards. Prizes can be awarded in participants' names to his or her favorite charity, and in this way, give something back for the greater good of all Iowans.

Similarly, the message need not merely be a catalog of needs and problems. Leaders should use this opportunity to engender empowerment among the Asian and Pacific Islanders in Iowa, and to assert the achievements and assets of this diverse group of people. While many different groups within the APIA community do much to celebrate their culture and assets, it needs to be done on a much grander scale, and brought to the attention of the entire state.

3. Take appropriate political action to ensure the creation of the Commission for Asian and Pacific Islander Americans within the Iowa Department of Human Rights. This movement needs to begin immediately, and should coincide with the aforementioned education efforts.

While there is no Asian Pacific Islander Commission in Iowa, other significant minority populations in Iowa, such as African Americans and Latinos, have advisory commissions to address issues confronting their respective communities. The APIA Commission would provide an avenue for Asian Pacific Islanders living in Iowa to voice their concerns to policymakers about issues confronting their community. The Commission will work to make Iowa's communities more aware of the diverse cultural traditions and histories. For example, the Iowa Commission on the Status of African Americans sponsors a women's conference, organizes observance of the Dr. Martin Luther King, Jr. Holiday, hosts public hearings across the state, and publishes a newsletter and an annual status report.

Issues of education, healthcare, employment, language, access to services, legal issues, cultural issues, and achievement specific to the APIA community need and deserve to be placed as a priority in Iowa. Also, many in the APIA population are not involved in the political process as much as they would like to be; the commission would be an excellent start to getting more individuals involved.

All Iowans have a vested interest in bettering the lives of their neighbors, family, and friends. Communities must work together to ensure the success of the residents. The challenge is to begin to recognize and appreciate the value and contributions of the Asian and Pacific Islander population living in Iowa. They came here for better opportunities and a place to raise their families, let us ensure that this happens.
